Drill into the cinder blocks using concrete drill bit for the length and diameter appropriate for the fasteners that you bought.

Hold a mounting bracket against the wall so that the top is even with the shelf line at the point you marked for a bracket. Place a mark on the wall at the screw holes locations with a pencil. Position the mount in the exact position. Set the hook aside.
